Northmor board holds first meeting of the year

The North­mor Board of Edu­ca­tion met for their annual orga­ni­za­tional meet­ing Thurs­day, Jan­u­ary 3 to select offi­cers and set meet­ing dates for 2013.
Car­lyle Smith was elected board pres­i­dent and Dan Sipes will serve as vice pres­i­dent. Board mem­ber Tim Bachelder sug­gested the meet­ings be held at 7:00 p.m. on the third Thurs­day of each month, mov­ing the time up 30 min­utes. The board elected to approve that change.

busi­ness
The board approved to estab­lish a Ser­vice Fund for the Board of Edu­ca­tion for pro­fes­sional meet­ings in the amount of $3,000.00. Most of the costs go toward the Ohio School Board Association’s 3-Day Annual Cap­i­tal Con­fer­ence in Colum­bus at the con­ven­tion cen­ter, attended by the board and school admin­is­tra­tors for pur­poses of pro­fes­sional devel­op­ment.
Also accepted were the tax rates and amounts from the County Audi­tor.
The Trea­surer is autho­rized to:
Request advances on local taxes as avail­able and needed; pay all bills as they are pre­sented pro­vided funds are avail­able and to report monthly to the Board of Edu­ca­tion those bills that have been paid; and invest inac­tive funds in Cer­tifi­cates of Deposit in the eli­gi­ble bank or banks sub­mit­ting the high­est rate of inter­est for each pro­posed invest­ment or invest in Trea­sury Bills or Notes or Star Ohio in com­pli­ance with the applic­a­ble statutes.
The Super­in­ten­dent is autho­rized to: act as Pur­chas­ing Agent for the North­mor Local School Dis­trict and assign the Super­in­ten­dent the respon­si­bil­ity for the qual­ity and quan­tity of pur­chases made. (The pri­mary guide­lines gov­ern­ing this respon­si­bil­ity are that all pur­chases fall within the frame­work of bud­getary appro­pri­a­tions and that they be con­sis­tent with the approved edu­ca­tional goals and pro­grams of the dis­trict.); Employ tem­po­rary per­son­nel as needed. Such employ­ments will then be pre­sented for approval by the board at their next reg­u­lar meet­ing; accept writ­ten res­ig­na­tions between Board Meet­ings as needed. Such res­ig­na­tions will then be pre­sented for approval by the Board at the next meet­ing; and appoint build­ing sec­re­taries respon­si­ble for col­lect­ing and prepar­ing deposits of mon­eys from their build­ings.
Dis­cus­sion and assign­ment of Board Com­mit­tees
The state auditor’s office strongly sug­gested the school have an audit com­mit­tee, usu­ally com­prised of the trea­surer, board pres­i­dent and the super­in­ten­dent of the school. These com­mit­tees meet quar­terly to review past audits and what the rec­om­men­da­tions from the auditor’s office are. Tim Bachelder, Car­lyle Smith and Trea­surer Tina Gabler were appointed to serve on the com­mit­tee.
In the reg­u­lar meet­ing ses­sion, Supt. Dr. Brent Winand noted Jan­u­ary is School Board Recog­ni­tion Month and pre­sented each board mem­ber with a cer­tifi­cate of appre­ci­a­tion for exem­plary lead­er­ship and ser­vice to pub­lic schools.’
“We’re very for­tu­nate here to have board mem­bers that are ded­i­cated, and have been for a long time,” Winand said. He noted Car­lyle Smith has served on the board for 24 years, Dan Sipes for 20 years, Peggy Bosh for 13 years, Jeff Whisler for 9 years and Tim Bachelder for 5 years.
“I believe just as an ath­lete or scholar gets bet­ter with the time they give to their focus, they get sounder, bet­ter and become more knowl­e­gable. I believe that’s why things go as smoothly as they do.knowledgeableople tend to for­get this board is respon­si­ble for a $15 mil­lion bud­get. There’s some pres­sure that goes with that kind of work.”
The board accepted the res­ig­na­tion of Kathy Eichorn as a bus dri­ver for the North­mor Local School Dis­trict effec­tive Decem­ber 21, 2012. Mrs. Eichorn has served the North­mor Local School Dis­trict for over twenty years.
The next reg­u­lar North­mor Board of Edu­ca­tion meet­ing will be Thurs­day, Feb. 21 at 7:00 p.m. in the North­mor Board of Edu­ca­tion Meet­ing Room.
