Ohio’s Spring primary is next Tuesday, and Board of Elections Director Penny Porter is hoping the 24,770 registered voters in Morrow County will take the time to go to their precinct locations and make a difference.

“It matters,” Porter insists. “These are our state officials, plus county officials, and there are two very important county levies on the ballot.”

Secretary of State Jon Husted set early voting for 8 am - 5 pm Monday through Friday in all 88 counties for the entire month of April, Porter says, and, “we’re here more than we’ve ever been in the past.”

Absentee ballots could be requested 30 days in advance, but the quantity this election is down. Porter reports 495 absentee ballots were requested and sent out, but just 270 have come in. Absentee ballots can be accepted up until 7:30 pm on May 6.

Issue One, a Proposed Constitutional Amendment, is on the May ballot. Its purpose is to fund public infrastructure capital improvements by permitting the issuance of general obligation bonds.

The stated purpose for the amendment is to ensure the public health, safety, and welfare, create and preserve jobs, enhance employment opportunities, and improve the economic welfare of the people of Ohio by improving public infrastructure.

The amendment authorizes the State of Ohio to issue general obligation bonds to pay for or help local governments pay for public infrastructure capital improvements. Projects would be limited to roads and bridges, waste water treatment systems, water supply systems, solid waste disposal facilities, and storm water and sanitary collection, storage, and treatment facilities, including real property or interests in real property, facilities and equipment related or incidental thereto, and the cost of acquisition, construction, reconstruction, expansion, improvement, planning and equipping.

Opposers say Issue 1 allows the state to issue more general obligation bonds, increasing indebtedness to pay for public infrastructure capital improvements. As a result, all Ohio taxpayers will be paying interest on those bonds to cover community-based projects from which many Ohioans may not see a direct benefit and which local governments should prioritize and pay for using locally-raised dollars.

Locally, Patricia Davies is running against Mary Holtrey for the Republican nomination for the Auditor’s seat, coming up for vote this fall. Davies is currently the Morrow County Development Director and Holtrey holds the Auditor’s title.
